In this paper, the authors study an open piecewise linear queueing network (PLQN) model with temporarily non-active customers and information signals. Servicing in such networks has energy-based rather than time-based meaning; that is, each servicing operation is characterized by a random value of the work that needs to be done. They assume that the amount of work needed to service customers at the nodes is distributed according to an arbitrary law. In this context, the authors give a description of the network model and prove the insensitivity of the stationary distribution of the network states with respect to the functional form of the distribution of the amount of work needed to service customers for fixed first moments.
