The essay explores the story of the district of Rome EUR in its various symbolic implications: from EUR (Esposizione Universale di Roma), an autonomous agency responsible for developing the 1941–42 World’s Fair to symbolically mark the 20th anniversary of fascism, to the post-WW2 EUR, this time as an abbreviation for Europe. Still today EUR is a metaphor for Rome, which for 200 years has been trying to become a modern city without success. What was imagined in the 1930s was never realized, but its failure still unleashes a great imaginative energy. The essay tries to investigate the controversial yet extraordinary design potential clearly visible among EUR’s metaphysical views, oversized buildings and infrastructure, and vast expanses of public green space. The essay is part of a monographic issue of the magazine dedicated to Italy under the title "Why Italy now?"
