The essay aims to verify the elements of continuity and discontinuity of the experience of the “government contract” with that of the coalition agreements, which has characterized the whole history of the Italian constitutional order, even if modulating itself differently over time (with reference, for example, to the electoral system of reference, the evolution of the party system, the influence of the media). This verification is carried out with an eye always turned to the institutional implications of the coalition agreements (and, among them, of the “government contract”) both in terms of internal balances among governmental components, and in terms of Government relations with Parliament and parliamentary groups. An attention is furthermore devoted, in a broader sense, to the political-cultural options and to the impact they have on the concept of democracy and representation, which each form of coalition agreement bears and promotes.
Il saggio si propone di verificare gli elementi di continuità e di discontinuità dell’esperienza del “contratto di governo” con quella degli accordi di coalizione, che ha caratterizzato tutta la storia dell’ordinamento costituzionale italiano, pur modulandosi differentemente nel tempo (in ragione, ad es., del sistema elettorale di riferimento, dell’evoluzione del sistema dei partiti, dell’influenza dei mezzi di comunicazione). Questa verifica viene svolta con uno sguardo sempre rivolto alle implicazioni istituzionali degli accordi di coalizione (e, fra essi, del “contratto di governo”) sia sul piano degli equilibri interni alle componenti governative, sia sul piano dei rapporti con il Parlamento e i gruppi parlamentari, oltre che, in senso più ampio, alle opzioni politico-culturali di fondo e all’impatto che esercitano sul concetto di democrazia e di rappresentanza di cui ciascuna forma di accordo di coalizione di fa portatrice e promuove.
