In recent years, coinciding with the policies of outsourcing services for the cultural heritage, the issue of the development, management and alienation of the public patrimony has been greatly expanded. The interventions require address and control actions, for which the government needs to adopt new tools, for the permanence of the values expressed by the assets, and for the choices in relation to the policy of territorial development. The use of the public alienation, which also involved property with significant cultural value, has launched a broad debate on the benefits and risks associated with the implementation of the policy of privatization applied to cultural heritage. For the public administration, the benefits from alienation and allocation of its assets in the marketplace are obvious: on the one hand, free from burdensome loads, in terms of management and protection, whilst providing new financial resources to reinvest in the development of the remaining part of the public property. In common practice, this dual objective has not produced positive results, nor with respect to the economic field, nor in relation to the protection and promotion of cultural heritage. Are now many years, that the world of cultural heritage is measured with the world economy. The limited resources, the blurred memory of the principles of the constitution on the civil duties of heritage conservation, the resulting lower interest civil society have caused an input of the economy in areas traditionally reserved to the research of good practices for the conservation. The paper proposes a methodological approach, in which it’s found the opportunity to analyze the alienability degree of some public assets in favor of others, through the theory of values of Alois Riegl, that measures the degree of transformation in view of a new function. The enhancement project considered public assets, unused or underutilized of the Monterubbiano’s Municipality, which are analytically described in a development perspective, for new uses that increase the tourist receptivity. The project involves the construction of a spread timeshare residence, which can ensure the conservation and initiate local development. A tourist formula which, through the restoration, it allows the enhancement of existing buildings in the area and the increase of tourist accommodation capacity, without affecting the integrity of the territory. The activities are aimed at ensuring the conservation, enhancement, promotion of heritage, through scheduled actions between different sectors related to culture.
