This paper proposes a synthesis of the juridical-economic implications of the population ageing process, within the framework of a new design of the welfare system. It lays emphasis on the interactions existing between the sustainability of the pension spending and the specific growth objects at a macro level, as well as on the effects of the different composition by age of the population on the levels of the disaggregated health spending. Special attention is paid to the structural changes of the pension policy, as it may no longer be viewed as a mere redistribution tool.
