This text argues that there is a very close link between terror, terrorism and sovereignty. Terrorism, usually read as an act of nihilism, is here interpreted as the other side of the coin of modern sovereignty. The idea of brotherhood that underpins modern politics is questioned here, in order to propose that political obligation is founded not so much on the community of destiny between brothers, but on a brotherhood by lot.
