Despite the numerous interpretations and uses of strategic visions regarding territorial planning, there is a shared opinion in the literature surrounding the main characteristics that should typify a strategic vision in constructing development scenarios for a territory. For authors such as Kahn, Ringland, Vettoretto, Secchi, etc., constructing a strategic vision is a tool for dealing with the uncertainty and complexity of territorial and social phenomena. It is also a planning and governance instrument that allows alternative territorial development scenarios to be generated through a trial approach, including the possibility of evaluating various alternatives and assuming greater flexibility when it comes to non-foreseeable effects of the territorial transformations. The aim of such an approach is to construct planning visions and shared policies and to identify instruments for reaching such objectives.In the ACCESS2MOUNTAIN project, the strategic vision is a structural part of the decision-support system. It is the fruit of a process in which the decision-maker chooses actions to take based on the opportunities proposed by the different development scenarios deined.
