This special issue contains papers presented at the International Conference on Strongly Coupled Coulomb Systems (SCCS), held from 29 July–2 August 2008 at the University of Camerino. The purpose of these conferences is to provide a regular international forum for presentation and discussion of research achievements and ideas relating to a variety of plasma liquid and condensed matter systems, dominated by strong Coulomb interactions between their constituents. “Strongly Coupled Coulomb Systems” encompasses diverse many-body systems and physical conditions. Each meeting has seen an evolution of topics and emphasis which follow on the heels of new discoveries and new methods. The field is vibrant and challenging. It is driven by new experimental tools and access to new strongly coupled conditions. These include recent developments in the areas of warm matter, dusty plasmas, condensed matter and ultra-cold plasmas. 140 participants coming from 17 countries and four continents participated in the conference.
