The Home Care Premium model is a project developed by the Italian Institute of Social Security (INPS) which is part of the social security landscape, with new elements: it is characterized by the overcoming of the "all or nothing" concept, typical of performance indemnities, introducing a progressive measures, both economic and welfare, more corresponding to the citizen's needs. The model adheres to a distinctly biopsychosocial model, in the absence of a mandatory medical-legal evaluation phase of disability and the degree of non-self-sufficiency and with the pre-eminent role of the social worker case manager: despite some critical elements, the model appears more suitable to respond than now traditional services of the current welfare state, to the changing needs of a demographically elderly population at rest from work.
